Manager of Human Resources

The Manager of Human Resources oversees the recruitment, compensation, benefits, and employee-employer relations for all Town of Eagle employees.  This position manages a one-person HR Department, and reports directly to the Town Manager.  Salary Range is 60,500 – 82,100 DOQ

Typical job duties include:

  • Prepares job postings, conducts interviews and other screenings, and creates job offer letters
  • Analyzes wage and salary reports and data to develop a competitive compensation plan
  • Works with the Town Manager and other supervisors to set the salary range and benefits for employees
  • Reviews and  proposes changes to benefit programs, including group health insurance, retirement benefits, paid leave, and other benefits
  • Writes directives advising department managers of Town policy regarding equal employment opportunities, compensation, and employee benefits
  • Consults legal counsel to ensure that policies comply with federal and state law
  • Develops and maintains a human resources system that meets management information needs
  • Oversees the analysis, maintenance, and communication of records required by law or other governing bodies


A bachelor’s degree or MBA in human resources or a related field and several years of HR experience in municipal government.  Preference will be given to applicants with OD, culture, and team building experience in the context of providing human resource services.
